Merge Ahead: How Will Automated Vehicles Affect Vision Zero?

In the Greater Philadelphia region the goal of zero traffic deaths has been firmly established with Towards Zero Deaths policies in both Pennsylvania and New Jersey and a Vision Zero policy in the City of Philadelphia. As we look to the future of safety in the region, the role that automated and connected vehicles (AVs and CVs) will play in reaching this goal looms large. How might new technologies help or hinder efforts to reach the goal of zero traffic deaths? How can the region best prepare for the arrival of these new technologies and ensure that the impacts they have are consistent with our traffic safety goals?

This joint Futures Group and Regional Safety Task Force meeting will explore the implications of automated and connected vehicles on traffic safety in the Greater Philadelphia region. Sam Schwartz, PE, former NYC Traffic Commissioner and Chief Engineer for NYCDOT, will present on No One at the Wheel: Driverless Cars and the Road of the Future, his recent book delving into the policy implications of automated vehicles.

The meeting will also include a panel of local practitioners and researchers working on how the Greater Philadelphia region should prepare for these new technologies. Confirmed panelists include:

Megan Ryerson, PhD, Associate Professor, University of Pennsylvania. Professor Ryerson's research includes consideration of the safety implications of AVs.

Roger Cohen, Senior Policy Advisory, Pennsylvania Department of Transportation. Mr. Cohen's work at PennDOT includes regulation of the AV industry in Pennsylvania.

Sarah Clark Stuart, Executive Director, Bicycle Coalition of Greater Philadelphia. Ms. Stuart is among the strongest advocates for VZ in the region and organizes the annual Philadelphia VZ Conference.

Steve Buckley, National Director, Planning & Environment, WSP. Mr. Buckley advises cities in North America on the development of policies for AVs to ensure they align with city goals. 

The panel will be moderated by Kelley Yemen, Director of Complete Streets, City of Philadelphia, and recent appointee to the Governor’s Highly Automated Vehicle Advisory Committee.

Following the panel discussion, attendees will discuss the vehicle automation and safety implications of four future scenarios developed as part of DVRPC's current Long-Range Plan update.
