Addressing Turnover and Turmoil in the Transit Industry

Due to demographic shifts, demands for increasingly sophisticated skills, gaps in training, and industry perceptions, the transit industry needs to address these workforce and human capital issues that are critical to the continuing success of the industry. This webinar will feature a panel of transit and workforce development professionals that will highlight a variety of challenges within the transit industry from pipeline development to hiring practices to developing the right partnerships. The panel will discuss how standards for hiring and retention are challenging, and how they will now change due to the COVID-19 pandemic.

The report  What we Think We Learned  (May 2019) is available to read through prior to the webinar. The report hopefully serves as a reminder of the challenges the transit industry was facing prior to COVID-19. It summarizes our research efforts to date, highlights stakeholder feedback, identifies overarching themes and categorizes information into five areas: Pathways, Pipeline, Perception, Partners, and Process. We encourage you to read through the report prior to the June 2 webinar and submit questions that can be answered by our expert panel.  Questions may be submitted in the registration link or directly to [email protected].

Panelists: 

Ms. Sarah Steltz, Executive Director, West Philadelphia Skills Initiative, University City District (UCD)

Prior to joining UCD in 2018, Ms. Steltz spent ten years working at Drexel University, most recently as Director of Workforce and Economic Inclusion on Drexel’s University and Community Partnerships (UCP) team. She brings rich experience in organizational dynamics, talent management, program development, training, and adult education. Ms. Steltz started as a consultant in Drexel’s Human Resources Department, and created Drexel’s first workforce development role, focusing on the recruitment, training, hiring, and retention of West Philadelphia residents. Upon joining UCP in 2014, Sarah’s portfolio expanded beyond workforce to include construction inclusion and supplier diversity. Sarah served on the launch team for the Dornsife Center for Neighborhood Partnerships, Drexel’s urban extension center, and she oversaw all adult education, technology, and workforce programming offered in the three computer labs on-site.

Ms. Steltz worked in the corporate sector prior to joining Drexel in 2008. She is a Certified Human Resources Professional (PHR) with a B.A. in Communications from Susquehanna University and an M.S. in Adult Education & Organization Effectiveness from Drexel University.

Patricia Greenfield, Ph.D., JD, Senior Program Director - Workforce Education

Dr. Greenfield has over three decades of experience in labor, management, legal, and workforce education.  At the Transportation Learning Center, she helps develop and support career pathways into frontline positions in transportation, focusing on pre-apprenticeship transit training partnerships—with high schools, workforce development programs, transportation agencies, unions, and colleges—that create career, credential, and degree opportunities, especially for youth from the communities transit serves.

Ms. Barbara Stanford-Allen

Ms. Barbara Stanford-Allen has over thirty years of experience in workforce development in the public and private sectors as an administrator, consultant, analyst, trainer and teacher.  Presently, she is a consultant to Philadelphia Works, the local workforce development board for the city of Philadelphia.   Ms. Stanford-Allen works in consultation with staff at Philadelphia Works and provides guidance to the Southeastern Pennsylvania Manufacturing Alliance (SEPMA), a combined Industry Partnership with employer representation from the Manufacturing, Rotorcraft, and the Logistics and Transportation.  Over the years, Ms. Stanford-Allen has developed a solid base of expertise in planning and development, performance management, and is knowledgeable of the various roles and responsibilities of the numerous parties that are involved in the nation’s workforce system. She has worked with the U.S. Department of Labor, Employment and Training Administration’s offices, including the Women’s Bureau, and other national programs.  Additionally, she has worked directly with state workforce agencies and served as the Vice-Chair of the Pennsylvania Workforce Development Association, a  statewide workforce agency that represents the twenty-three Workforce Investment Areas in the Commonwealth of Pennsylvania. Ms. Stanford-Allen is a graduate of St. Joseph’s University and earned her master’s degree in Organizational Development from LaSalle University.
